Increasing of public participation in state investment policy

QUBA, 22 Jan 10--National Budget Group held public audition in the frames of the project “Increasing of public participation in state investment policy” on January 21, 2010 in Quba. The public audition was held with participation of elected for Quba region deputy Vahid Ahmadov, NBG coordinator Emil Omarov, NBG experts Zohrab Ismayilov and Inqlab Ahmadov, local executive authorities and municipal bodies, chairman of Elders’ board, local NGOs and Mass Media representatives and with financial support of Norway embassy, organizational support of NBG and expert support.

During the event a member of NBG board Zohrab Ismail made entrance speech and gave information about significance of state investments in Quba region and impact all spheres of life. Then deputy Vahid Ahmadov noted projects financed by local resources and state budget currently implemented in Quba region. He pointed the following projects implemented by local resources: The road was built to the village Gonaqkend, water wells were drilled in order to decrease problem of drinkable water. Also, deputy noted that recently he has applied for town status for Quba region.

Member of NBG Board Inqlab Ahmadov made presentation on projects implemented during last 3 years in Quba region. It was noted during the presentation that within 2007-2009 there were determined 27 state investment projects in Quba region and with this purpose totally 703million mantas were allocated from the budget. Number of projects due to years directly connected with the region was in2007-11 (3340thousand mantas), in 2008-14 (9021.7thousand mantas), 2009-3 (1508.1thousand mantas). Number of indirectly influenced the region projects was in 2007-2(9500manats), in 2008-5(322661.8manats), in 2009-2(345426manats).

Afterwards the broad discussions began with representatives of local authorities and municipals, NGOs and Mass Media. They talked and gave information about presently existing problems in the region. It was known that still there is no theatre in Quba, music school doesn’t work, and 3km part of drinkable water that comes to the region was destroyed during the building of the road in Khinaliq. At the same time there is no normal library in Quba, Young house is used as public?(ne ponala)and trade object.

At the same time it was known that there are serious problems with provision of fertilizers and medicines based on agricultural state programs. Even if their price is 50% is lower, really, it is more expensive that in market, and also their quality is lower and usage time past.

Representatives of local bodies made some proposals. They pointed project proposal for elimination of problems from building dams across the river to construction of small bridges, from reconstruction of schools that haven’t been repaired for 50 years to restoration of roads that have been built with sand quarries by patronizing of highly ranked officials, also liquidation of problem of irrigation caused by drilling of rivers more than 20 m.

At the end of the audition Vahid Ahmadov and Zohrab Ismayilov called municipals and executive representatives, NGO and Media representatives to increase local initiatives and to influence the priority of state investment projects important for region.
