Policy Advocacy

The NGO Forum on the ADB heightens the public debate on the ADB's development strategies to promote better accountability, good governance and social justice in the Bank's operations. Towards this goal, Forum’s member organizations are involved in monitoring ADB's policies.

Public Communication Policy
The ADB is about to embark on a review of its Public Communication Policy in 2010. At present, the ADB has been performing poorly in the implementation of its information disclosure policy on the ground. The existng policy falls short of expressly recognizing that public access to information is a right. Read more

Accountability Mechanism
The Accountability Mechanism replaced the old Inspection Function of the ADB. Approved in 2003, it has been used by the Bank to address the concerns of people affected by the Bank's projects about violations of its policies and procedures. Read more


Safeguards

The Asian Development Bank updated its Safeguard Policy in July 2009. Though dilutions of the existing policy found in previous drafts have been addressed, there still remain some significant policy dilutions and inconsistencies, such as the non-inclusion of the principle of free prior informed consent (FPIC). Energy
The ADB updated its Energy Policy in June 2009. Inspite its claims that clean energy has become one of its highest priorities, the ADB continues to refuse to abandon its support for fossil-depended projects such as coal and provide huge funding to the transport sector which is one of the largest and fastest growing source of GHG emissions. Water
Water is a basic need. Delivery of potable and accessible water is one of the major responsibilities of the governments. However, as water supply has become scarce over the years, they have been trying to tap financial resources from the donor agencies and private corporations. The ADB approved its policy on water in 2001 which promotes making tradable water rights, private sector participation and full cost recovery of the water service. Read more

Forest
In 2000, the ADB started a review of its 1995 Forest Policy. However, bank monitors question the intention of the Bank to allow participation of the public in said review. Until now, details of the Bank's discussions are unavailable. Read more
